THE International Criminal Court (ICC) Appeals Chamber is scheduled to deliver its ruling on former President Rodrigo Duterte’s appeal against continued detention on Nov. 28, 2025. T
The decision will be handed down in open court at The Hague at 10:30 a.m. local time, according to a scheduling order issued on Nov. 20.
Duterte’s legal team is challenging a previous ruling by ICC Pre-Trial Chamber I, which denied his request for interim release while awaiting trial.
In a report by Inquirer.net, the Chamber cited three grounds under the Rome Statute for maintaining his detention: ensuring his appearance at trial, preventing interference with investigations, and stopping the potential commission of further crimes.
Currently held at Scheveningen Prison in The Hague, Duterte faces three counts of murder linked to 49 killings during his administration’s anti-drug campaign. His defense argues that he is unfit to stand trial due to health and other considerations.
The former president was taken into ICC custody following his arrest and transfer to The Hague, based on allegations of crimes against humanity committed during the anti-drug operations known as Oplan Tokhang.
Human rights groups estimate the campaign resulted in at least 20,000 deaths, though official figures report around 6,000 fatalities.(Xienderlyn Trinidad, USJ-R Comm Intern)
