NEWLY appointed Budget Secretary Kim Robert de Leon vowed to strengthen transparency and accountability in government spending, warning against the misuse of public funds following controversies involving flood control projects.

During the Department of Budget and Management (DBM) leadership turnover ceremony, De Leon said the government “will not allow the budget to be abused again for another flood control scandal,” emphasizing that public funds should directly benefit Filipinos.

According to a report by The Philippine Star, De Leon also pledged to improve service delivery and implement reforms focused on transparency, efficiency, and measurable results, amid growing public concern over government spending and delayed services.

De Leon acknowledged frustrations over rising fuel prices, slowing economic growth, and issues surrounding the use of government resources, stressing the need to restore public trust through integrity and accountability.

Prior to his appointment, De Leon served as DBM undersecretary handling the Organization and Systems Improvement Group and the Information and Communications Technology Group. He also previously held positions in the transportation sector and the Boy Scouts of the Philippines.(Angel Sheane G. Dumas, CNU-Main Campus BA-Comm Intern)
