THE National Historical Commission of the Philippines (NHCP) has asked the Cebu Provincial Government to submit its official stance on the proposed Capitol Station of the Cebu Bus Rapid Transit (BRT) project.

The Capitol's stand on the project was sought as the median platform could block the panoramic vista of the 88-year-old Capitol, a declared National Historical Landmark.

In a letter dated Feb. 10, 2026, NHCP Chair Regalado Trota Jose Jr. recommended relocating the station to the curbside to preserve the Capitol’s sightlines.

The Department of Transportation (DOTr), which oversees the BRT project, appealed the recommendation.

The agency said the station has been redesigned, lowering its height from 4.7 meters to 3 meters and narrowing it from 6.5 meters to 3.7 meters.

DOTr officials emphasized that a median alignment allows smoother bus operations and less interference with other traffic.

They also warned that changing to a curbside layout could affect World Bank funding and project timelines.

NHCP has signaled some flexibility. In a January 28, 2026 meeting, the commission indicated it may reconsider the station’s placement as long as the Capitol’s view remains unobstructed.

It also proposed formally including Osmeña Boulevard in the National Historical Landmark zone.

Governor Pamela Baricuatro has referred the NHCP letter to the Sangguniang Panlalawigan to craft a unified provincial response.

“Considering that the Provincial Government is composed of both the Executive and Legislative branches, it is proper to seek the official position of the Sangguniang Panlalawigan. Your input will shape the collective position of the Province on heritage preservation, infrastructure development, and public welfare,” Baricuatro said.

The board received the correspondence on Feb. 16.

Baricuatro confirmed ongoing discussions with Cebu City Mayor Nestor Archival, noting that both provincial and city councils will meet to finalize the Conservation Management Plan (CMP) for the Capitol, Osmeña Boulevard, and Fuente Osmeña Circle.

Assistant Provincial Administrator Aldwin Empaces explained the CMP sets the rules for building within declared heritage zones.

“So niana sila nga tiwasa nalang ning plan kay gikapoy na siguro ang NHCP, pasa diri. Nya kita mismo nay problema ba kay wa ta musend sa aning conservation management plan,” he said.

He added that NHCP is not rejecting the BRT project outright, but compliance with heritage regulations is required.

Baricuatro also revealed plans to install historical markers at Fuente Osmeña Circle to highlight its original function as a public fountain.(MyTVCebu)
