Archival proposes P982-million supplemental budget
TO FUND essential services, infrastructure upgrades, and social programs, Cebu City Mayor Nestor Archival has proposed a nearly ₱982 million supplemental budget 1 for 2026.
The Proposed Supplemental Budget No. 1 totals ₱981.9 million in expenditures, sourced mainly from reverted payables and realigned funds, but Archival highlighted roughly ₱900 million in fresh allocations for priority spending.
The mayor said the supplemental budget is intended to address immediate operational gaps and sustain ongoing programs, particularly in waste management, transport support, and public services.
The city identified ₱981.97 million in funding sources, led by:
₱436.65 million from reverted accounts payable
₱527.59 million from realigned continuing appropriations
₱17.72 million from realigned Local Development Fund (LDF)
These reallocations allow the city to fund urgent needs without introducing new revenue measures.
A significant portion—₱754 million—has been earmarked for Maintenance and Other Operating Expenses (MOOE), with garbage collection taking the largest share at ₱500 million.
Other major allocations include:
₱35 million for a proposed drivers’ subsidy program
₱38.6 million for peace and order manpower
₱29 million for teachers’ upgrading programs
₱20 million for fuel, oil, and lubricants
The drivers’ subsidy forms part of the city’s response to rising fuel costs, with eligibility limited to Cebu City-registered voters, based on earlier guidelines set by the mayor.
Around ₱227.9 million has been set aside for capital outlay, including infrastructure and equipment.
Key projects include:
₱50 million for the renovation of the Legislative Building
₱10.7 million for the rehabilitation of the Cebu City Zoo
₱20 million for water supply facilities
₱10 million each for greenhouse and irrigation system construction
The budget also covers over ₱80 million for various infrastructure projects, including flood control systems, road concreting, bridge construction, and evacuation centers across several barangays.
Additional projects include improvements to multipurpose buildings, drainage systems, and public safety structures.
The ₱17.7 million LDF allocation will fund barangay-level projects such as drainage systems, road concreting, and the improvement of community facilities in Capitol Site.
Several projects under the supplemental budget also focus on disaster preparedness, including evacuation center construction and flood mitigation works in vulnerable areas.
The proposed expenditures total ₱981.91 million, slightly below the identified sources, leaving an unappropriated balance of ₱62,354.39.
The supplemental budget will be submitted to the Cebu City Council for deliberation and approval.(TGP)
